Regulatory Workshop on Cosmetic Products: practical review of the new Regulation following the launch of the notification portal

On March 13, 2026, Cratia will hold a Regulatory Workshop on Cosmetic Products as part of the international exhibition Pro Beauty Expo in Kyiv.

The transitional period for the Technical Regulation on cosmetic products is approaching its end – starting from August 3, 2026, all cosmetic products placed on the Ukrainian market must fully comply with the new regulatory requirements. The launch of the notification portal by the Ministry of Health of Ukraine in December 2025 has effectively marked the beginning of the practical implementation of the Regulation.

The new rules are no longer theoretical – they represent an operational system including product notification, market surveillance, inspections, and regulatory liability for market operators.

The Workshop will become the first practical regulatory review of the new cosmetic regulatory framework following the launch of the Ministry of Health portal and will provide participants with a clear step-by-step approach to preparing their product portfolios for compliance.

Representatives of the Ministry of Health of Ukraine and the State Service of Ukraine on Medicines and Drugs Control are invited to participate in the event.

Workshop agenda includes:

  • step-by-step roadmap for bringing cosmetic products into compliance with regulatory requirements;
  • practical preparation of the Product Information File (PIF);
  • requirements for the Cosmetic Product Safety Report (CPSR);
  • laboratory testing: mandatory and conditional requirements;
  • substantiation of product claims;
  • product notification via the Ministry of Health portal;
  • market surveillance, inspections, and regulatory liability;
  • GMP implementation for cosmetic manufacturing;
  • possible extensions of regulatory implementation deadlines.

  • Maksym Bagrieiev, Managing Partner, Cratia;
  • Oksana Oliynichuk, Head of FMCG Department, Cratia;
  • Representatives of the Ministry of Health of Ukraine and the State Service of Ukraine on Medicines and Drugs Control;
