Registration of Facilities

According to the Law of Ukraine “On the Basic Principles and Requirements for Food Safety and Quality”, the circulation of food products produced at facilities that have not undergone state registration or have not received an operational permit is prohibited. It is also forbidden to use such food products in the production of other food products.

Facilities engaged in the production and/or circulation of food products, that are not subject to the requirement to obtain an operational permit, must undergo state registration. The registration procedure is carried out in accordance with the Procedure for State Registration of Facilities, approved by Order No. 431 dated February 15, 2024.

Business entities engaged in the following activities must register their facilities:

• Primary production;
• Production of food products consisting exclusively of plant-based products and/or processed animal-origin products;
• Storage of food products;
• Sale of food products in pharmacies;
• Vehicles used exclusively by food business operators for transporting food products, including those used as mobile food sales points;
• Catering establishments;
• Retail food outlets;
• Other activities involving food products.

The competent authority enters information into the State Register of Market Operators and Their Facilities (hereinafter – the Register) and assigns a unique registration number.

Registration is free of charge.

The Register is published on the official website of the competent authority.

The main purposes of facility registration and maintaining the Register are:

• to keep records of food business operators and their facilities;
• to provide information needed to determine the frequency of planned control measures aimed at verifying compliance of market operators’ activities with food safety and quality legislation.

The frequency of inspections is determined using a risk-based approach — depending on the types of products handled and the nature of the operator’s activities, the inspection intervals will be established accordingly.
