The procedures for market authorization, quality management and safety monitoring of cosmetic products are regulated by many legislative acts. Ukraine has chosen the course of gradual harmonization of legislation with the regulatory system of the European Union, which leads to regular amendments to legislation.

The most important legislative acts:

1. Law of Ukraine “On ensuring the sanitary and epidemiological well-being of the population”;
2. Law of Ukraine “On General Safety of Non-food Products”;
3. Law of Ukraine “On Protection of Consumer Rights”;
4. Order of the Ministry of Health of Ukraine No. 247 of 09.10.2000 “On Approval of the Temporary Procedure for Conducting State Sanitary and Hygienic Expertise”;

For products introduced into circulation from 08/03/2022:

1. Law of Ukraine “On technical regulations and conformity assessment”;
2. Law of Ukraine “On State Market Supervision and Control of Nonfood Products”;
3. Technical regulations for cosmetic products approved by the Resolution of the Cabinet of Ministers of Ukraine No. 65 of 01.20.2021;
